Well-documented evidences have been presented to the international community irrefutably attesting to consistent measures undertaken by the Republic of Armenia in the occupied territories of the Republic of Azerbaijan with a view to consolidating the results of the ongoing military occupation. Such illegal activities on the occupied territories include resettlement of Armenians from Armenia and other countries, destruction and/or appropriation of historical and cultural heritage, illegal economic and other activities, exploitation and looting of natural resources, accompanied by substantial and systematic interference with the public and private property rights. The European Court of Human Rights has delivered a number of judgments clearly denoting Armenia’s policies on the Azerbaijan’s territories. The Court’s judgment in "Chiragov and others against Armenia" (2015) has put an end to Armenia’s persistent denial of its responsibility and established that the separatist regime in the occupied territories of Azerbaijan survives by virtue of military, political, financial and other support of Armenia, which exercises effective control over these territories.
The delegation of the Republic of Azerbaijan to the PACE invites you to discuss, with the distinguished panel, the implications of the above mentioned illegal activities in and with regard to the occupied territories of Azerbaijan for the commitments before the Council of Europe.
